The best thing for a guilds/covens-based RP is a set of mutually agreed upon rules for various inter-group situations. The intra-group politics, rules, etc, should be developed by the guild founders and then later possibly modified (if that's how the guild is set up) by the guild members.
The key is to encourage (I would prefer require, but I doubt it's unanimous) coven/guild autonomy & a relative lack of cross-group memberships (or at least an understanding that when one has successfully infiltrated a group, one would only use that situation for information gathering and not for outright usurpation)
But that's just me & my history talking...

Say, for example, a member of one group successfully gets into another group. This would be an inter-group situation.
Not a bad situation, in and of itself, but could potentially lead to one "person" (as opposed to "warlock") leading everyone along down a path (again, not necessarily a bad thing).
Should this person then usurp the "group voice" (internally or externally, especially externally) for either or both groups and try to radically change the direction of one group or the other (especially against the group members' wishes) then this situation would be a Bad Thing(tm)
I'd just like to be certain that an amount of inter-group "respect" for and between the various groups, each of which has separate aims, is fostered/enforced.

I think if the idea of covens can be launched it must be designed. Seems like a kite: a few guys keep getting together and it goes up a bit and then sputters down to earth. Just a membership and helpful learning environment thing seems a bit wimpy. There are forums for learning and if you want to be a part of a group that does virtually nothing, go ahead and run for D-L337.
Also the design must take into account Dubber's mentioned point: we cannot punish cross-group messing around. As we have seen with the mighty XD, a scorned warlock will usually go to great lengths to destroy things once people turn on him. The ability to cross groups should be written into the rules. if everybody acknowledges it is fair then nobody can complain and that inevitable destructive firestorm can be controlled in small series of puttering flames (fun puttering flames, i should think).
