upd: Intentional Draws are allowed. I.e. you can declare result of you game as a DRAW on mutual agreement with your opponent (in a swiss part of tourney of course; there may be no draw in play-off). If you opt for ID, your unfinished (or unstarted) game is ignored for tournament purposes.
However, you have this option only until you actually finish the match. If you have finished your match, you must report its result; reporting any result that differs from actual match result is treated as cheating.
upd2: and of course win is 3 points, not 2. fixed.

This option confuses me. If the game is "ignored" for tournament purposes, in the swiss rounds that's no better than you surrendering for 0 points, right? It would make more sense to create an actual draw (1 point each) since it's just formalizing something (double surrender) everyone can do anyway.

We don't want to encourage players to double-surrender, just because of the trust factor. There's no need to cross your fingers when reporting an ID, so that's a better way to go about it. When he said the game would be ignored, I think he meant the result of it, not the 1 point you gain from ID'ing.

In that case, you should add a line requiring that both players surrender immediately upon reporting the ID. This keeps the Elo impact in line with the game results. I would still clarify the ignoring results bit.
Is having a draw worth only 1/3 of a win intentional? This implies that somebody who beats me once and loses once is a better player than somebody who draws me twice, which on a purely practical level seems pretty faulty.

Sorry I didn't made myself clear enough. I'll try to explain now: 1) What I meant was 'if players agree on ID, then after they report the ID to the judge, they get 1 point each, then the rest of the game is ignored for tournament purposes'. I don't think we should care about player's ELO changes during tournament - we don't prohibit playing additional ELO games, so player's ELO change won't be the same as his tournament score anyway.
However, I think some limitations ought be made here. We can allow players to ID only BEFORE the match (i.e. only instead of match). This will solve the issue pointed by Slartucker.
2) 2 draw != 1 win is an OK thing in my opinion. Slartucker's point is valid, but the trouble is that a draw may be as well a result of ID or a result of judgment for an unfinished game. And in this cases it is fair for draw to worth less then a half of victory - we want to encourage players to play and finish their games after all.

Yes, draws being worth 1 and wins being worth 3 is a fairly standard motif in swiss-style tournaments.

Since I'm not going to be able to get back to it until tomorrow evening (EST), I want to know how long we've got to wrap it up. *shrug* IMHO round ends on GMT midnight, and the next round pairings are announced during the next 24 hours. But ExDeath should decide this as a head judge, he is doing pairings after all.

Technically the round should end at about 4am my time since that's when I posted the pairings, but it's probably closer to "whenever I'm about to go to sleep". So the pairings should be up by tomorrow morning.
