I want to get this out of the way so everybody knows how I'll be judging games that are not finished in time. Believe me when I say I am not biased towards any of the participants, and in a perfect world everyone will finish so it doesn't need to go to my vote. But, firstly, I will not be judging ANY games as draws. This would blur the lines too much for my tastes. Unless you are at equal health with the exact same gestures on both hands, you will not get a draw. You are well within your rights to submit your result as an intentional draw (ID) if your opponent agrees, but otherwise I will award a win to whoever I think is ahead.
Secondly, time spent - this is important. If one player has been moving slowly and the other player reported the slow play to me as it was happening, I will observe, warn the slow player, and if it continues and the game cannot be finished, the slow player will get a loss. This is to prevent players from obtaining an advantage and then sitting on it.
Other than that, I will be basing my decision on who I believe would win the game if it went its full duration. If it's extremely unclear, again, it's recommended that you two agree to a draw, because I hate awarding losses that should be draws, but it's necessary to avoid cries of judging bias. I will explain in detail how I arrived at all of my decisions, and if you disagree with ...essment, I'm sorry. I honestly hope for as few games to get to me as possible. Good luck!
