Because I've already gotten several questions about this:
No, it probably doesn't matter if you forget on turn 1 and say it turn 2. In fact it's not the end of the world if you forget it entirely. The main reason it needs to be said is that if no player says it, the loser of the game could turn around and say "oh, that wasn't our tournament match." I don't think anyone here would do that maliciously, but if you are matched up with someone you play regularly, confusion could occur -- and it has, in previous tournaments.

So, Toyo & I are opponents in Round 2. (insert appropriate whine here)
I had just (before the Tourney Tree was published) accepted Toyo's open Maladroit ParaFC Ladder challenge and we have not yet started it -- can we use this Battle as our first of 3 battles?

methinks ur gonna get a big fat "no" for that one... only teasin slarty but if ur allowed 2 then other players might try n use it 2 their advantage n make the tourney matches ladder matches to improve their ladder score... then again you have a valid excuse
