In a P/S vs. S/W opening, I believe the most normal second moves are: PS/SW vs/ SW/WW. However, the P/S player can also go PS/SF, in which case SW/WW has a decent answer in a double counter.
Suppose, however, the P/S player goes PW/SF. If the S/W player counters the goblin, he is in a poor position to defend the FoD threat even if the P/S player doesn't go PWP/SFF. If the S/W player throws Fear, the P/S player gets a goblin and continues on to threaten Haste protected by a counterspell. How should the SW/WW player respond?

Really, in most P/S openings, the normal second move is PW/SW. PS/SW does not normally go anywhere good.
It's been a very long time since I've examined this matchup, but the better move for S/W against S/P is probably to throw fear and protection, and segue into PSD. The goblin becomes essentially a toss-up of advantage at that point, and astute use of the fear hand (DPP or DPS, etc) can help channel the situation to S/W's advantage.
