To further break down the broad strokes of the question, "What is the hell-plane?" into more bite-sized pieces, I'll pose this simpler question instead: "Who inhabits the hell-plane?"
There is us, of course, all warlocks great and small. There are summoned units, and assumably other types of nasties as well (maybe dragons, demons, gnolls, whatever). What about other humans? Are there really inns and innkeepers here in the hell-plane? Are there taverns, and shops, and other stuff that we'd associate with a high fantasy setting? And if so, how did they get here?
Personally, I'd believe that no such humans exist in our realm, but that does make the environment a bit dull, so maybe there is one great infernal city where (unliving) humans exist to serve our needs. That would be my best take on the matter.

It's also possible that some warlocks of the hell-plane do things like run inns, in a (probably pathetic) attempt to not have their life be a hellish series of battles.

Truthfully, I see it more as prison. We are sentenced to battle after battle, with no respite, and CERTAINLY no inns to relax in and quaff something liquid.
More boring, maybe, but that's part of the punishment, isn't it?

It's also possible that other sufficiently evil people have been sentenced to inhabit the hell-plane as well. One wonders how those people cope with the trolls.
